'This man has exhibited the highest courage and devotion to duty during the past four months. Under exceptionally trying circumstances he has been a man who could be placed in particularly dangerous positions and yet have his officer's highest confidence. On several occasions he has volunteered for dangerous work and has always succeeded in justifying the reliance placed on him. This gallantry and determination are most praiseworthy.'
